What do the percentages for a territory mean?

I have some difficulties understanding the percentages that are displayed in the territory pages. For example this one:

What do the 97.5% mean? Even more confusing is this one:

782 PI are 110.9% of what?

Sorry if this is a dumb question but I’m somewhat confused.
