Well, he did activate 8 parks
. That seems to be a POTA issue (if there is any), not a TOTA one

POTA rules allows Multiple References. Rules - Parks on the Air Documentation
Activations of multiple references (“Multi-loc” or “two-fer,” “three-fer,” etc.) are permitted with POTA.
Activation Location and Access Rule #1 applies to simultaneous activations. Such a multi-park activation requires an overlapped area where all activated parks’ boundaries intersect. The intersection must entirely contain the activator and the station equipment.
A separate log must be submitted for each park of the multi-park simultaneous activation
In France there are a lot of places protected by different programs. For my fisrt POTA activation, I discovered, I had activated 5 references on two different TOTA squares.
WWFF (Flora Fauna) rules allows only a unique reference for an activation. Actually I prefer WWFF rules.
